Theme: In a letter to the Audiencia of Santo Domingo, the Spanish Crown mentioned a complaint by some denizens of Santo Domingo against a law that allowed cattle ranches to be established close to each other. It was feared that this proximity would entice cow herders (most of which were known to be Blacks) to get together for leisure abandoning the tending of the cattle.
